The challenge

The forces shaping University campuses are wide and varied. Many University buildings are local landmarks, and many campuses stretch over a vast acreage. In the UK, University estates cover some 26m m2, second in size only to the NHS Estate.

Higher and Further Education systems face widely diverse challenges due to the fact they are funded from separate Government sources. In Higher Education, the student fee system has forced the sector to embrace the student as a consumer whereas in Further Education, Colleges continue to face limited funding from the Government purse. In both areas of the sector, major backlog maintenance issues exist – a problem not likely to ease especially as student numbers have increased by 1.5 million since the 1990s to a record 2.5 million in 2014.
